  17. <p>     Hispanic immigrant-support groups in California are
  18. indignant about the latest U.S. attempt to seal the border with
  19. Mexico. In mid-June military reservists began placing thick
  20. steel sheets along a 14-mile stretch beTijuana and San Diego
  21. County. The metal is surplus landing-strip mafrom the gulf war.
  22. Some residents on both sides find the wall offensive, but the
  23. U.S. stands firm. "The Immigration and Naturalization Service
  24. is simply trying to do what it can with a limited budget," says
  25. a U.S. embassy official.
